VICTORIA, Thursday, February 16, 2012 – As NDP leadership candidate Brian Topp begins a five day swing through British Columbia today, he released an ambitious and detailed blueprint for a cleaner, greener and more prosperous country, which will place the environment at the heart of the economy.


This policy recognizes that prosperity, equality and environmental protection are inextricably linked, and lays out a number of measures that will protect and restore our environment while building a sustainable and forward-looking economy.

“The false choice between ‘protecting the environment’ and ‘creating jobs’ so often perpetuated by the Conservatives and Liberals is hopelessly outdated,” writes Topp, “The successful economies of the future will include clean and green technologies that both protect the environment and create new, good jobs. Our government can put in place forward-looking
policies that support the development of green industries while protecting the environment.”

Topp’s eight-point plan to reduce carbon emissions while stimulating the economy will:

  1. Put a limit on carbon pollution. Work with the provinces and territories to set a hard target of 80% below 1990 levels by the year 2050. Set benchmark targets in the meantime.
  2. Stop shelling out subsidies to big oil companies and end Stephen Harper’s $760 million tax giveaway.
  3. Establish a strong cap and trade system that makes the polluters pay and set an accurate price for carbon that works in conjunction with similar systems in the European Union, California and Australia.
  4. Create a home and industrial retrofit program that reduces household and small business energy consumption. Give families a break on their energy bill while working with green industry to reduce emissions.
  5. Have the federal government work with the provinces to phase out carbon-intense fuels, like coal, in favour of green energies like solar, thermal and wind.
  6. Develop a sustained federal partnership to expand public transportation in Canada; reduce the carbon intensity in transportation fuels.
  7. As that public transportation comes online, develop a sustained federal, provincial and municipal partnership to get fossil-fueled cars out of our cities.
  8. Forge a pan-Canadian strategy to limit the environmental impacts of the oil sands. That includes the creation of a green investment fund, ending continental oil pipeline projects, like Keystone XL, and phasing out toxic tailing ponds.

“There is no disputing that our planet’s climate is changing rapidly, due to excessive
production of carbon worldwide” Topp continued “The reality is this issue isn’t going to go away. Action will be required, from us and from all industrialized countries. Delaying action will only serve to make it more difficult to make the changes needed down the road. I believe when we form the next government we must act quickly and decisively to tackle this problem.”

Topp’s environmental policies would make Canada a leader on the world stage, as well as here in North America. In addition to this eight-point plan, a Brian Topp government would:

  • Stop interfering in other countries’ attempts to shift to low-carbon economies and stop obstructing international climate change accords. Work constructively with the international community while setting an example of sustainability here in Canada.
  • End the asbestos trade. Push to have it listed as a hazardous substance in the U.N. and ensure the job security of those workers by transitioning them to more sustainable industries.
  • Invest $200 million in protecting and cleaning up the Great Lakes.
  • Ban oil tankers off Canada’s northwest Pacific coast.
  • Require chemical companies to scientifically prove that their products are safe. Employ federal regulation to ensure that children are not exposed to hazardous chemicals.

Throughout this leadership contest Topp has consistently released detailed and comprehensive policy papers, laying out a clear, bold vision for a more social democratic and progressive country. Topp’s plan is the clearest and most complete environmental policy released to date in the NDP Leadership contest.

Topp said that as the leadership race enters its final weeks, NDP members have a clear choice about the future of their party.

“I am offering a hopeful and optimistic message about creating a more equal Canada rooted in strong social democratic values,” said Topp.   “We don’t have to become Liberals to win.  As New Democrats we can create greener and more equal Canada.  As New Democrats, we can get the job done.”

Topp has received the endorsement of New Democrats in every part of the country including Ed Broadbent, Roy Romanow, Lorne Calvert and Libby Davies because they believe that Brian Topp’s bold ideas and progressive vision are our best route defeat Stephen Harper and offer Canadians positive change.

TORONTO – NDP Leadership Candidate Brian Topp today released a comprehensive plan to build and strengthen the NDP in every part of Canada. 

The four-point plan calls for continued improvements to the outreach, fundraising, policy and democratic capacity of the party at all levels. 

The plan also makes an explicit commitment to work with other parties to unseat the Harper government depending on the results of the next federal election.

“The New Democratic Party of Canada is not just another corporate brand in a game of musical chairs aiming to manage the status quo,” writes Topp.  “We are a party that is about bringing change to Canada.  And so, the democratic and organizational life of our party is critically important.”

In summary, Topp says that he believes:

  • We need to return to federal field organizing and outreach immediately, and to pursue it with determination for the next three years at many levels and in many ways;
  • We need to substantially reinforce our fundraising ability at both the national and riding level;
  • Drawing on input from our members, from independent voices like the Broadbent Institute, and from the growing number of others interested in working with our party, the NDP should conduct a detailed policy review leading up to our 2013 convention; and
  • Our national executive, federal council, and federal riding associations need to get back to work as functioning democratic bodies.

In addition to taking these steps to strengthen the party, Topp says New Democrats must make an explicit commitment to the Canadian people that should the results of the next election justify it, the NDP will work with other parties to unseat the Harper government.

“There are, as Jack Layton used to say, many tools in the toolbox to do this -- cooperation case-by-case and bill-by-bill; a budget accord on the model of the 2005 "NDP budget"; a governing accord in the style of the 1985 Peterson-Rae accord; or, a coalition government, in the style of the coalitions that govern most of the democratic world.

By talking early and often about these options, we will counteract the nonsense the Conservatives say about them; moreover, we will ensure that Canadians know that in the NDP, they have the party that is always prepared to work with others in the House of Commons to get things done –including the central task of ridding Canada of the Harper government.”

TORONTO – NDP Leadership candidate Brian Topp today proposed a national child nutrition program and expanded pharmacare coverage as part of a major initiative aimed at providing support for Canadian families.

“It’s getting harder and harder for Canadian families to make ends meet,” said Topp. “Child poverty is going up, household debt is at record levels, and many seniors can’t afford to retire in dignity.”

“The Harper government likes to talk about families, but in reality it is undermining and destroying the supports our society offers families. A New Democrat government under my leadership will make support for Canadian families a top priority.”

In a policy paper released today called Support for Families (available at www.briantopp.ca) Topp proposed the following initiatives:

1. Re-committing to child care, child nutrition, and to reducing child poverty in Canada;
2. Safeguarding and renewing our system of universal public health care, and implementing a national pharmacare program;
3. Addressing serious shortfalls in family reunification in our immigration system;
4. Addressing serious shortfalls in Canada’s income security system, beginning with our pension system;
5. Continuing to advocate for the rights of LGBTQ families and preserve the rights they have fought so hard to attain.

Today, Brian highlighted his commitment to the arts in Canada with the release of his fifth policy paper, which calls for a re-imagining of how we fund and support the arts in this country. Among other things, he is proposing to:

  • Create a cultural industries investment fund, modeled off the successful Société de développement des entreprises culturelles in Quebec. Providing stable, accessible credit and investment will allow our most gifted artists to continue telling our stories for years to come.
  • Launch a complete review of how the CBC operates. The review will look at how to make our national broadcaster more sustainable, successful and - most importantly - entertaining for Canadians
  • Re-invest in the CBC. We will take our public broadcaster off of life support and give it the tools it needs to do its job.
  • Modernize the Broadcasting Act and empower the CRTC to ensure Canadian content is out front on Canadian airwaves.
  • Update federal status of the artist legislation and improve federal income support and taxation policies for artists. Investigate ways to make sure that the EI, pension and income averaging systems are working to the benefit of our creative economy. This will help provide the job security and benefits that have eluded many artists for so long.

TORONTO – NDP Leadership candidate Brian Topp today put forward a concrete plan to create new jobs, support small business, and improve access to capital.
“Small and medium-sized businesses drive our economy, create jobs and are critical to securing our economic future,” said Topp.
“My plan helps give them the tools they need to succeed to including concrete steps to improve access to much needed capital. In addition, I believe the New Democrats should continue with the plan in our 2011 platform, including cutting the small business tax rate to 9 per cent.”
Topp’s policy paper, Three Steps to Promote Jobs and Access to Capital, makes the following three proposals to help finance small and medium sized business:
1. Enhancing the new federal framework for credit unions;
2. An enhanced, reformed, tightly-regulated federal labour-sponsored venture capital program, that builds on success and learns from mistakes; and
3. A stronger federal commitment to work with small and medium-sized businesses to build export markets.

Toronto -- With levels of inequality not seen since the 1920s in Canada, NDP leadership candidate Brian Topp today called on New Democrats to renew their fight for core social democratic values and to put equality at the centre of the party’s program for government.

In a policy paper entitled “What the NDP is all about: Social Democracy and a more equal Canada”, Topp argues that the fundamental mission of the NDP is to promote greater equality and to find a new balance between public goods and private markets.

“When social democrats speak of equality, we also speak of social and economic rights, of substantive equality,” writes Topp. “These are rights like the right to medical care, to retirement, andto freedom from poverty. We believe in a society that distributes wealth and income more evenly.”

Topp says that political decisions by Liberal and Conservative governments have resulted in growing inequality that is jeopardizing the health and economic security of all Canadians. That’s why the NDPmust put equality at the centre of its program for government.

TORONTO -- NDP leadership candidate Brian Topp today released a detailed plan to reduce income inequality by restoring balance to Canada’s tax system.

“Growing inequality is the central economic and moral issue of our time,” said Topp. “I believe the NDP must show leadership on this issue. My plan says its time for those at the top to pay more so that Canada can make the important investments that will promote equality and long-term prosperity.”

In a paper released today entitled “Bringing Balance and Fairness to Canada’s Tax System”,Topp argues that successive Liberal and Conservative governments have fostered levels of incomeinequality not seen since the 1920’s by gearing the tax system to wealthy Canadians.
